Project Overview
Esper, a government technology company in Austin, TX, focuses on increasing productivity in the rulemaking process for state agencies. In 2022, Tennessee, one of Esper's largest clients, was tasked with reviewing every rule in their code by 2025. Our goal was to provide a tool to facilitate this massive undertaking, allowing agencies to decide whether each rule should be revised, repealed, or remain unchanged.
My Contributions
As the lead designer, I played a key role in the success of this project.
  • Conducted in-depth user interviews to understand the scale of the challenge and agencies' strategies
  • Designed a tailored solution for Tennessee, including a chapter-based review system and progressive completion tracking
  • Implemented an Admin/Project Manager "Overview" page for efficient progress monitoring across departments
  • Balanced functionality with user-friendliness to support the state's ambitious 1.5-year timeline for completing all reviews

The project culminated in a resounding success, with Tennessee completing their comprehensive rule review on schedule (early even!). This achievement not only demonstrated the effectiveness of our solution but also highlighted Esper's capacity to handle large-scale, complex governmental projects. The success led to a significant win for our company: Tennessee renewed and expanded their contract with Esper, purchasing the new product and bringing additional state agencies onto our platform.

While initially tailored for Tennessee's specific needs, this project yielded broader benefits for Esper. The insights gained and features developed during this process allowed us to make substantial improvements to our core product, enhancing its value for all our clients. Furthermore, this success story positioned Esper as a leader in facilitating large-scale rule review initiatives, opening doors for similar projects with other state governments. The project served not only as a solution for Tennessee but as a catalyst for Esper's growth and innovation in the government technology sector.
